Mom Seeks Police Help Finding Woman in Suspected Cancer Scam

Chip Somodevilla/Getty Images(NEW YORK) -- A mother says she will ask police to find the woman who she believes scammed her dying son.

Thomas Doty, 20, of Washington state, died on Dec. 19 after a three-year battle with bone cancer -- but not before a woman apparently scammed him and his family into believing a check for $250,000 was on the way.

Family friend Jonathan Hillstrand, star of the show "Deadliest Catch," made a video asking for support for Doty. A woman claiming to be a nurse in Indiana soon promised $250,000 to send him to San Diego, pay for experimental cancer treatments, and help the family save their house after the expense of caring for their son.

"This huge yellow bouquet of flowers showed up, [with a note] saying, 'No more worries,'" Tiffany Doty, Thomas's mother, told ABC News. "She sent me a text and an email, and it all started, saying, 'I saw your story, and my heart breaks, and I'm going to pay for all this treatment.'"

Tiffany Doty says the woman scammed her family for weeks -- always coming up with an excuse and phony proof that she had already sent the money, including snapshots of bank statements -- as they planned and eventually took Thomas to San Diego, planning to receive treatments.

"She was always out of town or out of the country, so it was always difficult for her to get things done, and then we sent the wire info, and that didn't happen because she got one number wrong, and it became obvious after a couple weeks that this is not happening," Tiffany Doty said. "That's when my sister just called the local news here ... and that's when we got a huge outpouring from the public and that was enough to get him down there."

Thomas Doty flew to San Diego hoping to receive experimental treatments not covered by the family's insurance, Tiffany Doty said. She blames the woman for lost time in addition to false hopes.

"When we started him down there he was just in a little bit of back pain," Tiffany Doty says of preparing to take her son to San Diego. "By the time we got him down there he was on 300 milliliter of morphine a day."

All the while, Tiffany Doty said she told the woman to let her know if the money wouldn't come, or if the woman had changed her mind about wanting to send it. Tiffany Doty said she received messages purportedly from the woman's mother -- messages she now believes were sent by the woman herself.

"She's never been a nurse anywhere in the United States that we can find. There's a lot of things that we've looked at, a lot of emails we've sent," Tiffany Doty told ABC News. "Nothing checks out at all, except that she's shut down her Twitter account, and things like that."

While Thomas and his family waited for the money, his condition worsened.

"Between the time of getting [to San Diego] and the time she wasted, there was another tumor growing that started out the size of a grape, and when the eight weeks went by it was the size of an orange," Tiffany Doty said.

Her son, she says, was crushed when they realized the money would never come.

Now, Tiffany Doty will go to police.

"The last thing he wanted is for her to be found and not to be able to hurt anyone else, and so that is my mission," Tiffyany Doty told ABC.

Her mother, Thomas's grandmother, has contacted the Federal Bureau of Investigation, Tiffany Doty said.

"She just called to ask questions about the laws, and would they go after her, would they investigate," she said. "They indicated that there's something there to pursue."

Tiffany Doty says she plans to file a report with the local police. She believes the woman gave a fake name, she said, and that her family was scammed by someone who has been doing the same thing to other people for a long time.

"We are going to file charges," Tiffany Doty said. "I'm sure there are cyberstalking laws, fraud. I personally am just wiped out. I am beyond wiped out, but my son wanted her found, and he is not a vindictive person."

Aside from finding justice, the Doty family is facing immediate financial struggles and is asking the public for help. Through their website, HealThomas.com, they are asking for donations to help them save their home. Both Tiffany and her husband are out of work, she told ABC.

"We were a normal family," Tiffany Doty said. "We had great jobs, and two years worth of savings, everything that you need. Our house is going to be auctioned on Jan. 11."

Rare genetic faults identified in families with bowel cancer

Dec. 30, 2012 ? Rare DNA faults in two genes have been strongly linked to bowel cancer by Oxford University researchers, who sequenced the genomes of people from families with a strong history of developing the disease.

The researchers sequenced the entire DNA genomes of 20 people from families with a strong history of bowel cancer. Eight of the 20 people had developed bowel cancer, while the rest had a first-degree relative who had developed the disease. The findings are published in the journal Nature Genetics.

They found that everyone who had a faulty POLE or POLD1 gene developed bowel cancer or had a precancerous growth in the bowel.

To confirm their findings they then looked for faults in these two genes in almost 4,000 people with bowel cancer, and 6,700 people without the disease.

Neither of the genetic faults was found in people without bowel cancer. However, 12 people with a fault in the POLE gene were found in the bowel cancer group, and one person had a POLD1 gene fault.

The POLD1 fault was also found to increase the risk of getting womb cancer and possibly brain cancer, with seven people in the study being diagnosed with womb cancer and one developing two brain tumours.

Professor Ian Tomlinson, who led the research at the Wellcome Trust Centre for Human Genetics at Oxford University, said: 'These are two rare faults, but if you inherit them your chance of bowel cancer is high. By testing people with a strong family history of the disease for these, we can identify those who are at high risk and try to prevent the disease by using colonoscopy and other methods.'

POLE and POLD1 are genes involved in processes that repair damage to DNA. Without these genes functioning properly, affected individuals can build up damage in their DNA which accumulates and it is thought this may lead to changes that cause bowel cancer.

'This research highlights how much more we still have to find out about the rare gene faults that can increase a person's risk of bowel cancer,' said Dr Julie Sharp, senior science information manager at Cancer Research UK, which part-funded the work.

Anneli Rufus: Revenge of the Brussels Sprouts: Now We Welcome the World's Most Hated Vegetable

Brussels sprouts are the only vegetable I ever really liked, the only one I ate not just out of politeness or fear of bowel disease. People have always mocked me for this, but apparently now it's cool. I was way ahead of the game, but who knew?

While rejoicing over roasted sprouts with caramelized soy sauce, garlic vinaigrette and Madeira reduction (depicted above) at Daniel Patterson's Haven in Oakland recently, I resolved to scour the nation for other Brusselicious, sproutastic splendors -- and to interview chefs about them. Score! I dug up so much treasure that the interviews will have to wait for next week's column. For this week's, check out the unbelievable Brusselversity: Chefs are doing some damn fine things to, with, and on top of sprouts these days. We could try this at home, right? Now where did I put that black pudding and fennel pur?e?

The Brusselian Era is upon us at long last, and I, for one, welcome our cruciferous overlords.

Let this be a lexicon for the new language of Little Tiny Cabbages, a treasure map of the Bruniverse. Let this be a Psprout Psalmbook. Behold:

At Chicago's Storefront Company, Brussels sprouts are caramelized in rendered lamb fat, finished with lemon zest, then plated with house-made juniper crema that has been infused with Tasmanian honey, star anise and agar agar.

At the Golden Pheasant Inn in Erwinna, PA, Brussels sprouts are saut?ed with hickory-smoked bacon and shallots, then served with currant-cassis sauce.

At Portland's Departure, Brussels sprouts are pulled apart, tossed in a hot wok, then seasoned with lime juice, mint and hot chili peppers.

Rick Hackett's Brussels Sprout Sauerkraut

4 cups water
1/2 cup champagne vinegar
1/4 cup salt
Bring to a boil, then let cool to room temperature.

6 cups Brussel sprouts, quartered or sliced
1 each jalape?o pepper, minced
3 each garlic cloves, minced
1 tsp Mexican oregano
1 each carrot julienned
1 each red onion julienned
1 each bay leaf
Combine and pour over the liquid, making sure the vegetables are submerged.?Let ferment for several days, until the bubbling stops.

But, what most people do not know, is that life and health is not all about food and exercise. As early as the turn of the century there was evidence that moderate, controlled consumption decreased the risk of heart attack, not to mention huge evidence of other health benefits when it came to adding ?a drink? to daily life.

Reviews, studies, reports ? a great many things show a strong relationship between moderate alcohol consumption and the reduction in cardiovascular disease and coronary artery disease. Even the National Institute on Alcohol Abuse and Alcoholism (NIAAA) has reported that moderate drinkers have the greatest longevity. But they?re not the only ones who report this. Health benefits of moderate alcohol consumption have existed since one of the earliest? scientific studies published in the Journal of the American Medical Association which appeared in 1904. And the World Health Organization (WHO) Technical Committee on Cardiovascular Disease also weighed in by saying that ?the relationship between moderate alcohol consumption and reduced death from heart disease can no longer be doubted.?

So?when the New Year comes along and the wine is flowing and the friends are smiling, what exactly is the best drink to add to the diet that will improve cardiovascular function and, perhaps, save you from heart disease?

?

There are no ?set? rules when it comes to the various alcohol categories, but the total calorie count has to be taken into consideration. Say you add one drink per day to your diet ? perhaps in the evening after the hard, fast job has come to an end and it is time to relax and do something for yourself! Generally speaking, a serving of wine has fewer calories than a serving of beer, which in turn has fewer calories than a serving of mixed drinks. Beer, as everyone knows, contains a great deal of carbs ? while most wines and liquors are low-carb categories. If you want to make the choice as simple as possible, go with a nice glass of wine or liquor. When we speak about liquor, however, we are NOT speaking about mixed drinks. In fact, doctor?s point out that when it comes to mixed drinks: ?It is the mixers, syrups, and sodas that get people into calorie trouble, because most drinks start with 1.5 ounces of distilled spirits that only have around 96 calories, but mixologists turn that into a beverage with hundreds of calories when special things are added.?

If calories are a concern, pick a drink that is served ?neat? and skip the extras completely. (A 1.5-ounce serving of vodka, gin, whiskey, etc., is roughly one hundred calories, which is online with a five-ounce serving of wine. Beer, of course, can cost you a little. Light beer can range from 90-100 calories per 12-ounce serving, whereas a regular beer is around 300 calories, which is a great deal to take in (even though this is still the number one choice for consumers.)

?

In essence, a glass of wine can provide you with all the health benefits you?re looking for, and when drinking liquor, just make sure it?s all by itself to give you better health. But if mixed drinks are your ?choice,? just make sure that you use mixers that are diet tonics, sodas and/or juices to keep them healthy. There?s always compromise when it comes to healthy/dietary foods, so drink is no different.

?

If you find yourself at that holiday party, just remember to have your drink then, perhaps, switch to a different, non-alcoholic drink, such as sparkling water with a squeeze of lime. This way, you can feel refreshed and not have to worry about any ?battle of the bulge? from over-consumption. If self-control is an issue (as it is most times with delicious foods), simply go for the lower-calorie and often more bland? drinks. That way, cutting yourself off will be absolutely no problem whatsoever.

In the end, enjoy and celebrate the New Year ? AND also work at least one glass of wine (if possible) into the diet so that you can save your heart the stress and tension it receives from the everyday hectic life. Former President Bush remains hospitalized

HOUSTON ? Former President George H.W. Bush remains in intensive care in a Houston hospital recovering from a fever that arose after a long battle with bronchitis.

Family spokesman Jim McGrath said Saturday he would release a statement if there was anything to report, but wasn't sure there would be.

McGrath said Friday that the 88-year-old Bush's condition continued to improve since moving into intensive care at Methodist Hospital on Sunday. Later Friday, McGrath said that updates on the president would come on an "as-warranted" basis.

Bush was hospitalized Nov. 23 for treatment of a bronchitis-related cough.

Bush, the 41st president, is the country's oldest living former president by a few months.

Tata Communications ? Broadband Internet ? Online Complaint ...

Hello Sir/Madam,

My Tata Communications Broadband Internet UserId# pgangwani@vsnl.net

I have been wrongly/forcefully charged for the service (Online Backup) which I have never activated nor used at any point of time.
Firstly I am a home user and do not have any business usage of internet. Why would I choose a business service ?

When I called up customer care, I realized that the service was activated from 29/11/2010 and now it is renewed again second time.
This way I have lost Rs. 3000 from my account balance unnecessarily.

Now I am feeling like cheated from a big brand TATA for whom I trusted for more than 5 years now.
I am quite regular in renewing broadband service and did not have much issues so far from last 5 years.

Now I have checked online after logging in my account. I have noticed that service (OnlineBackup) was started from 29/11/2010.

So after my investigation, when I checked the internet usage log, I could not find any entry of my internet usage on 29/11/2010

So how would I activate this service ? Kindly please look into this.

I think I have lost total Rs. 3000 from my account unnecessarily.

I am hopeful to get my hard earned money back from TATA.

WTO confirms ruling against Ontario green energy program

The World Trade Organization has released its formal ruling on Ontario?s green energy program, and as expected it says the local-content rules in the initiative break international trade rules.

Japan and the European Union had complained to the WTO about Ontario?s rules that force companies that sell premium-priced electricity into the province?s grid to buy a proportion of their equipment and services in Ontario. The Green Energy Act was designed to help bolster the renewable energy industry in the province by supporting local suppliers.

The WTO?s 160-page ruling, released Wednesday, says Ontario breached its obligations under the General Agreement on Tariffs and Trade, because the local-content requirements treat imported equipment and components differently than domestic products.

However, the WTO did not uphold part of the Japanese and European complaint that suggested the local content rules amount to an illegal subsidy.

The complaint was actually against Canada, because the WTO deals with nations rather than regional governments ? even though it focused on provisions that are only in place in Ontario.

?We recommend that Canada bring its measures into conformity with its obligations under the?GATT,? the ruling said.

The ruling was sent to the parties involved in the case several weeks ago, and some of the details had already leaked out.

It is widely expected that Ontario will ask the federal government to appeal the ruling, a process that could take many months.

Maureen Ryan: Mayan Apocalypse? No Problem, TV Has Prepared Us

On Friday, according to some predictions based on the Mayan calendar, the end of the world will arrive. As it turns out, those who've been watching a lot of TV might just have an edge on survival.

There's been a ton of apocalypse-oriented TV in the last decade or so, and especially in the last couple of years. You can't swing a remote these days without hitting a zombie horde or a virulent plague. End times make for crowd-pleasers, as far as TV executives are concerned -- given the success of "The Walking Dead" and "Revolution," don't expect the barren wastelands on your screen to give way to more carefree fare any time soon. There's money in electricity-free pessimism, assuming TV networks are around past Friday to monetize it.

But it's not as if every disaster scenario is created equal. I asked "Conan" staff writer Rob Kutner, the author of the amusing and useful survival manual "Apocalypse How" about the dos and don'ts for a would-be hit end-times TV show.

"Beautiful ruins" are key, Kutner said. "Mere crumbling storefronts don't say 'apocalypse'; they say 'Queens.' You want them landscaped, with wisteria and kudzu, like it's an episode of 'While You Were Out Being Blown Up.'"

What do the next "Walking Deads" want to avoid? "Loud, screechy violin music," Kutner replied. "Hey, thanks, Yo Yo Ma -- the upended Statue of Liberty head now being used to barbecue stragglers wasn't enough to inform me something was 'off.'" (Of course, "The Walking Dead" itself has a terrific score from post-apocalypse-TV veteran Bear McCreary, who also wrote the music for "Battlestar Galactica").

So what's the practical information these post-apocalyptic shows have imparted? You're busy, especially as the holidays approach, so we've broken down what you'll need in your go bag when the apocalypse (Mayan or otherwise) approaches.

One place to start is with the list of items Bruce Beach of "Doomsday Preppers" recently recommended, but we think these deserve room in your backpack of doom as well.

What to Pack When the World Has Ended:

  • Under-eye concealer. "You can't get weighed down by bags, and neither should your peepers," Kutner noted.
  • Bow and arrows. All the cool End Times kids have them.?
  • Tissues. "If it's one of those screechy-violin apocalypses, you'll cry a lot," Kutner noted.?
  • Sturdy walking shoes. "No need to carry those extra heels in a bag, ladies, you're a one-pair gal now," Kutner said.
  • Hooch. "Good for self-medicating, actual-medicating and beer-goggling your way back to repopulation," according to Kutner.
  • A knife. Even if you've doomsday prepped with the best of them, you're going to run out of ammo eventually, unless you stumble across an armory (and if you do, it will undoubtedly be full of psychos and/or zombies).?
  • Dry shampoo. You can't have your hair looking greasy when the hot militia guys show up!
  • Henley tees and plaid shirts. Be prepared to rock a grunge look. Don't forget to throw in a few tank tops that'll show off the sick biceps you'll develop from chopping wood/axing zombies etc.
  • Family. 'Cause (sniff) they make it all worth while!?

(click image for larger view and for slideshow) Forget for a moment that it won't run Windows applications, starts at $200 more than Kindle Fire HD and doesn't have a Facebook app. The consensus among those who purchased Microsoft's Windows 8 tablet from Best Buy is that it is pretty much the best computing device in history.

"I sold my iPad," gushed a buyer who identified himself or herself as "ExIpadUser." "I hope to retire my Kindle HD as soon as Microsoft publishes enough apps in the store." A reviewer going by the name "HighTechLover2" was even more effusive: "Best tablet I ever saw in my life!!!" he, she or it proclaimed.

Numerous analysts have reported that Surface RT is not meeting Microsoft's sales expectations. But it seems to have won over the hearts and minds of Best Buy shoppers. The 32-GB, Touch Cover-included version, priced at $599, averaged a near perfect score of 4.9 out of 5 stars from 20 reviewers. Olympic gymnast Gabby Douglas should have been so lucky. The $499, 32-GB version (without Touch Cover) averaged 4.7 from 11 reviewers, while the $699, 64-GB version averaged 4.5 from six reviewers. The only downside one buyer could think of was, "My fear of dropping it."

You can forgive the Best Buy reviewers for their lack of nuance. Of those who critiqued Surface RT, the vast majority had previously never reviewed any other products, and most never had a Best Buy user's profile until last week, when Surface first went on sale at the store (mousing over a reviewer's handle provides this info).

"Coty 09," whose activity on the Best Buy site dates back as far as Monday, had this to say: "The Surface RT is a great product that is easy to use and is built very well. This will be great for work, school and play." Who talks that way? Marketing people, according to The Consumerist's list of "30 Ways You Can Spot Fake Online Reviews."

It was never Microsoft's intention to sell Surface at Best Buy, at least not until after the holidays. The original plan was for the tablet to be available only through its online store and the handful of brick-and-mortar locations it has opened around the country. But meager sales apparently led to Plan BBY.

In addition to Best Buy, Surface RT is also available at Staples. Staples customer reviewers -- all four of them -- appeared equally impressed with the device. The $499 version had drawn 5 out of 5 stars from two reviewers as of early Tuesday, the $599 version got 4.5 from 2 reviewers. The $699 version had no reviews. Four reviews after almost a week of availability suggests Staples isn't likely to sell out of Surface RT any time soon, but at least those who bought appear to like it.

Surface RT runs a pared-down version of Windows 8 known as Windows RT. The OS, which runs on ARM-based chips, is not compatible with standard Windows applications. It only supports software pre-installed by Microsoft or apps downloaded from the company's online Windows Store. That limited functionality, according to a published report this week, had one Dell exec urging Microsoft to ditch the Windows brand for RT devices, for fear it would confuse customers.

Surface Pro runs full-blown Windows 8, and it's also compatible with legacy Windows applications and Microsoft's full-range of security and management products. It will be available starting in January, according to Microsoft. Whether it will land in Best Buy, Staples or other major retailers, the company has yet to say.

Brain imaging identifies bipolar disorder risk in adolescents

Dec. 17, 2012 ? Researchers from the Black Dog Institute and University of NSW have used brain imaging technology to show that young people with a known genetic risk of bipolar but no clinical signs of the condition have clear and quantifiable differences in brain activity when compared to controls.

"We found that the young people who had a parent or sibling with bipolar disorder had reduced brain responses to emotive faces, particularly a fearful face. This is an extremely promising breakthrough," says study leader Professor Philip Mitchell.

Affecting around 1 in 75 Australians, bipolar disorder involves extreme and often unpredictable fluctuations in mood. The mood swings and associated behaviours such as disinhibited behaviour, aggression and severe depression, have a significant impact on day-to-day life, careers and relationships. Bipolar has the highest suicide rate of all psychiatric disorders.

"We know that bipolar is primarily a biological illness with a strong genetic influence but triggers are yet to be understood. Being able to identify young people at risk will enable implementation of early intervention programs, giving them the best chance for a long and happy life," says Prof Mitchell.

Researchers used functional MRI to visualise brain activity when participants were shown pictures of happy, fearful or calm (neutral) human faces. Results showed that those with a genetic risk of bipolar displayed significantly reduced brain activity in a specific part of the brain known to regulate emotional responses.

"Our results show that bipolar disorder may be linked to a dysfunction in emotional regulation and this is something we will continue to explore," Professor Mitchell said.

"And we now have an extremely promising method of identifying children and young people at risk of bipolar disorder."

"We expect that early identification will significantly improve outcomes for people that go on to develop bipolar disorder, and possibly even prevent onset in some people."

Results are published this week in Biological Psychiatry and come from the NHMRC-funded 'Kids and Sibs study', the biggest research study in the world focusing on genetic and environmental aspects of bipolar disorder. Based at the Black Dog Institute, the trial is still recruiting.

Fitting 'smart' mobile phone with magnifying optics creates 'real' cell phone

Dec. 17, 2012 ? By fitting a "smart" mobile phone with magnifying optics, bioengineers at the University of California, Berkeley created a real "cell" phone, a diagnostic-quality microscope that can be used by clinics in developing countries and inside -- and outside -- American biology classrooms, according to Eva M. Schmid, PhD, who described the development of CellScope at the American Society for Cell Biology Annual Meeting, Dec. 17, in San Francisco.

Dr. Schmid, who is in the bioengineering and biophysics lab of Daniel Fletcher, PhD, said that the UC Berkeley researchers initially envisioned a mobile phone-microscope so rugged that it could be used for high-resolution imaging outside traditional laboratory environments, especially for disease diagnostics in developing countries. But, after a chance encounter with a secondary school science teacher, Dr. Schmid and her colleagues decided to evaluate CellScope in an alternate environment: a middle school science classroom at the San Francisco Friends School.

Over the course of a year, the middle schoolers participated in the development of educational CellScopes by carrying out a "Micro:Macro" project outside the classroom, where they took macroscopic and microscopic pictures of objects in their homes, gardens, parks and playgrounds. Dr. Schmid said that the captured images were displayed in real time on the phone's touch screen and were viewed simultaneously by multiple individuals, thereby sparking interactive discussions among students and teachers.

Image modifications and annotations were performed directly on the smartphone screen, and results were subsequently posted to social media platforms for further discussions. Now the devices are being tested for educational outreach with other classrooms and museums. Researchers at the University of Hawaii have taken the CellScopes and their students to the beach to monitor plankton diversity, Dr. Schmid said.

Strategic choices: 'India's story has been of military restraint' | Daily ...

Arguing that India has largely exercised military restraint over its 65 years existence, political scientist and Fellow at the Brookings Institute Dr Sunil Dasgupta delivered a talk at the Forman Christian College on Friday in his first visit to Pakistan.

The talk India?s Military Modernisation and its Strategic Implications, was organised by the Griswold History Society. It revolved around the idea that India, despite its size and military capability, has been unwilling to use force.

Dr Dasgupta says he has dealt with this in the book, Arming without Aiming: India?s Military Modernisation, co-authored with Stephen Cohen. Dr Dasgupta said the book, by and large, received negative feedback in India.

?Over the last 65 years India has had a problem with Pakistan but India has been reluctant to use force and has shown military restraint,? Dr Dasgupta said. He said the increase in Indian defence spending was concurrent with the country?s economic growth and not due to any outside threat, except instances like the 1962 war with China.

Speaking about the 1971 war with Pakistan, Dr Dasgupta said while India won on the eastern front, it exercised restraint by not attacking the western front despite an active dispute between Pakistan and India. He said there was a lack of political guidance to the military regarding what they should do. ?There is a disconnect between the Indian political leadership and the military,? he said.

He said while the Indian political leadership is confident it has the final say on the use of force, the military exercises the right to decide how to prepare to use force ? the two are considered separate. ?Militaries are modernising but they have no clear definition of purpose,? he said.

?China does not take India?s military power seriously?, Dr Dasgupta said. He said China?s only concern was cooperation between India and the US. He said while China receives global condemnation regarding its military escalation, similar escalation by India is accommodated and even encouraged. ?Largely speaking India gets away with what it wants,?

Speaking about Siachen during the question and answer session, Dr Dasgupta said the Indian cost was larger than the one incurred by Pakistan. He said policies are evolving on both sides which are recognising the losses. ?From my perspective, the fact that a large country could not resolve its issues with a county one-fifth its size over 60 years suggests a puzzle or a dichotomy,? he said.

Asked about Kashmir, Dr Dasgupta said the two countries appeared to not want to resolve the dispute. ?We can only hope the political leadership on both sides show maturity ? but we also know how [un]likely that is,? he said.

Asked about the 2004 Musharraf-Vajpayee talks to resolve the Kashmir dispute, Dr Dasgupta agreed that had the issue been resolved, it would have been a great achievement for the two countries.

He said that when Musharraf?s resignation in 2008 was followed by the Mumbai attacks, the situation between India and Pakistan grew tense and suspended all attempts to negotiate.

?The political instability in Pakistan has been a chronic deterrent for effective negotiations,? he stated.

?A stable legitimate regime in Pakistan would provide it a better chance to negotiate not just with India but also the rest of the world,? Dr Dasgupta said.

NYC teachers pension to invest $1 billion in infrastructure

(Reuters) - New York City's teacher pension fund said on Thursday it will make $1 billion of new investments in infrastructure throughout the city and state as the region repairs the devastation wrought by Superstorm Sandy.

It is the first time the city's pension funds -- with nearly $127.8 billion altogether, one of the biggest systems in the United States -- will invest in transportation, power, water, communications and similar infrastructure, according to New York City Comptroller John Liu.

"This is a remarkable commitment," said former U.S. President Bill Clinton, who made the announcement alongside labor and government officials. "It represents a very significant step forward... to putting us on a path to a sustainable future for New York City."

Clinton said the pledge was part of a promise made by the ALF-CIO in November 2011 that organized labor would invest $10 billion in American infrastructure over the next five years, in particular for making large commercial buildings more energy efficient.

U.S. Housing and Urban Development Secretary Shaun Donovan called the promised investment by the New York City Teachers Retirement System an "incredibly important step" in the recovery from Sandy, which slammed the densely populated East Coast on October 29.

Democrats in the U.S. Senate are moving to push through the Obama administration's full request for $60.4 billion in emergency aid for Sandy recovery. A growing number of Republicans, however, are arguing for a smaller initial amount.

Democratic aides said they are working toward final passage of the measure by early next week.

"Even with that scale of investment, we will never recover in the way we need to without the engagement of the private sector," Donovan said on Thursday about the $60.4 billion.

The investment promise by New York City's teacher pension fund should be a "beacon" for private investors, including other public pension funds, he said.

SOME EQUITY INVESTMENTS POSSIBLE

Included in the $60 billion request is nearly $14 billion in money that would be used for infrastructure upgrades and other projects to mitigate damage from future severe weather.

Donovan said that for every dollar spent on upgrading infrastructure after previous storms, the federal government saved $4 in avoiding future damage costs.

Public pensions in other countries have more frequently made such investments, but the strategy is still emerging in the United States, Liu said.

"Everybody is waiting for somebody else to do it," Liu said.

The final form of investments and specific projects have not been chosen yet. They could include housing, which the city's pension funds have invested in previously.

The fund could make equity investments, giving it an ownership stake in some projects. Such an approach might be necessary "in this landscape of extreme need," Liu said.

The fund could also buy bonds from project owners. Or it could potentially make investments in an infrastructure fund, Liu said.

As comptroller, Liu is the advisor for New York City's five public pension funds, which together have nearly $127.8 billion in assets. The funds cover about 581,000 active and retired members.

Liu said the pensions would look at projects as they become available to make infrastructure investment decisions.

They would be treated as fixed-income assets in the portfolio. Similar kinds of investments have an average rate of return of about 4 percent, he said.

He said the funds will move money from cash equivalents, allocating it to infrastructure projects as needed.

Officials also said the investments would create jobs, citing separate studies that found for every one $1 billion invested in infrastructure projects, anywhere from 18,000 to 36,000 jobs were created.

Native American Tribe Taxing Rules Spelled Out By Treasury

WASHINGTON -- Taxes cannot be levied on honoraria to a shaman or spiritual leader for religious services, but could be assessed on per-capita payments from gambling revenues to tribal members, under a proposal for taxing Native Americans by the Internal Revenue Service.

The thorny issue of taxing Native Americans and Alaska Natives had the potential to cause a rift in the good relations the Obama administration built with tribes during the president's first term. Tribal members chafed at IRS audits on their finances and at demands for tax payments on some benefits for and payments to them.

At a Senate Indian Affairs Committee hearing in June, tribes complained that the IRS was enforcing tax laws without taking into account unique aspects of their sovereign governments. In one case detailed in written testimony, an IRS agent ruled tribal members who benefited from government programs should be taxed on the part of the benefit paid for by gambling revenue.

Amid the complaints, the IRS and Treasury Department met with tribal representatives to hammer out some proposed "guidance" on what is taxable and what is excluded under existing laws.

"The ability of tribes to provide for the general welfare of their citizens is truly critical to the self-determination of tribal governments," Hawaii Democratic Sen. Daniel Akaka, the committee's chairman, said at the June hearing he convened on the matter. "This is especially important given one out of every four Native people in the U.S. live in poverty."

The Treasury Department unveiled the proposal Dec. 5, when more than 500 tribal leaders were in Washington for the fourth White House Tribal Nations Summit.

Neal Wolin, deputy Treasury secretary, said the proposal was drafted with tribal input.

"A key challenge for tribal nations is economic development. Many of your communities face poverty, high unemployment and lack of good paying jobs," Wolin told leaders at the summit. "Effective immediately, tribes can rely on this guidance and have comfort that programs that meet these guidelines will be respected by IRS."

The guidance is not yet final, and comments can be submitted in writing through June 3, 2013.

The proposed guidance generally exempts from taxation assistance from a government program that is not compensation for services. Benefit payments cannot be lavish or extravagant or discriminate to benefit government leaders.

The Treasury Department said some examples of exclusions from taxation are housing payments to help individuals and families acquire modest homes or apartments, aid for disaster victims, medical or dental assistance and services of a shaman or medicine men or women for health and spiritual and cultural reasons.

General welfare programs funded by casino revenues are exempt, but per-capita payments from gambling revenue are taxable income.

Dante Desiderio, executive director of the Native American Finance Officers Association, said the proposed guidance has generated a lot of interest from tribes. A webinar held by his organization on the proposal drew some 150 people, he said.

Reaction has been largely positive, particularly to recognition by IRS of the "unique governing responsibility of tribal governments," Desiderio said.

The proposal allows tribes to define financial need, Desiderio said. It recognizes tribes may spend money to feed entire communities as part of a ceremony, feast day or cultural event and would exclude that benefit from taxation.

"The idea is that we as tribes don't base our benefits and services on financial need," he said. "It's the need of the community."
